Peer-based Leadership

Peer-based leadership depends on peer councils and cross-functional task forces for planning, implementation, and effective change strategies. These new focus and decision-making groups are dynamic and close to the processes needing restructuring or reengineering. Comparison between peer-based and rank-based leadership might help you to understand some of the key points of the peer-based system.

Peer-based Leadership Rank-based Management
Decisions are made closest to the real work being done. Decisions are made by management at the top and imposed on those below.
Honest communication is a core value. Employees tell management what they want to hear.
Rotational leadership is practiced. Leadership is by the few.
Process is more important and powerful than position. Position is everything.
Power is defined as influence on people and things. Power is defined as decision-making vested in very few people.
Key resources are shared decision-making, knowledge, and information. Key resources are power and subservience.

There are a few companies beginning to transition into the peer-based system, but most companies are still rank-based. Some of the ideas stated above are from Jeffrey Nielsen's book, The Myth of Leadership (2004), and some are from Dennis Bakke's book, Joy at Work (2005).
